Zhejiang Tangcun 32MW Hydropower Project is located on Tongxi River, Chun’an County, Hangzhou City, Zhejiang Province, China. The project is a run-of-river hydropower plant with an installed capacity of 32MW (2 x16MW). The water is diverted from an existing reservoir (Longtou Reservoir) by a water diversion tunnel, and its tail water runs to the Tongxi river. On the downstream of the Longtou Reservoir, there are three existing Yungang I, II and III hydropower plants with capacity of 9.12MW.
After implementation, Yungang I hydropower plant with capacity of 5MW stops running and the electricity generated by the existing hydropower plants drops to 3,580MWh. Thus, the project is categorized as a replacement project without negative social and environmental impacts from relocation and land submerge as compared with other similar scale hydropower project with new reservoir/dam.
It is estimated that the feed-in electricity to the East China Power Grid is 54,180MWh. After deducting the electricity loss of three existing plants, the net electricity generated is 31,692MWh.
The crediting period of the project is from 20/06/2012 to 19/06/2019, The emission reduction of this monitoring period is from 01/01/2016 to 19/06/2019.
The project has ever been well accepted by previously authorized participants: Asian Development Bank as Trustee of the Future Carbon Fund, Swedish Energy Agency and Kingdom of Spain.
Contribution of the project activity to sustainable development
The contributions of project activity towards sustainable development are explained with indicators like contributions to social, economic, environmental, and technological well-being aspects as follows:
Social Wellbeing:
The project generates 16 additional jobs in Chun’an County after employing the staff affected in the existing plants.
In recent years (2022 and 2023) and thereafter, the project owner has donated 30,000 RMB annually to the local She minority community for the development of the economy in the Chun’an County.
Economic Wellbeing:
The project creates direct and indirect job opportunities for the local She minority community.
The project improves the efficiency of utilizing water resources, improves the local economy from the selling the electricity and CERs, thus increasing taxation for the local government.
The electricity supplied by the project ease the pressure of power shortage in Zhejiang Province (one of the most developed coastal provincial economies in China).
Overall, the project strengthens the local grid with improved electricity quality, frequency and availability.
Contribution to Environmental Wellbeing:
The project displaces part of the electricity from coal-fired power plants in fossil fuel dominated East China Power Grid, thus reducing the air pollution caused by coal burning.
